Harvard University has a ‘September message’ for all international students planning to leave America as well as those staying in the country
Harvard University has issued a pointed advisory to its international student community, urging both those currently abroad and those already in the United States to pay close attention to a looming deadline: September 15, when a major overhaul of F-1 and J-1 visa rules takes effect. On that date, new Department of Homeland Security rules will take effect, replacing the long‑standing “duration of status” system with fixed visa end dates. Students already in the U.S. before the deadline will retain current protections, while those re‑entering after September 15 will face stricter limits.
What Harvard University is telling the international students
The Harvard International Office has recommended that F-1 students, J-1 exchange scholars, and anyone enrolled in on-campus programs this fall try to be physically present in the US before the new rule kicks in. The advisory is aimed squarely at students who might be traveling internationally around the deadline — including many from India and other countries — and urges them to review their visa documents, Form I-20 or DS-2019, and I-94 records, and to consult the university’s international office before booking any travel.Harvard emphasised that the rule change won’t stop newly admitted students from starting their programs this fall. The concern is narrower but significant: students who leave the country and re-enter on or after September 15 will be pulled into the new visa framework, potentially losing more favourable treatment they’d otherwise be entitled to simply by staying put.
What’s actually changing
The rule, finalised by the Department of Homeland Security and published in the Federal Register on July 17, 2026, eliminates the long-standing “duration of status” system that has allowed F-1 and J-1 visa holders to remain in the U.S. for as long as they maintain their academic or exchange program, without a fixed expiration date. In its place, the government will assign every F, J, and I visa holder a specific “Admit Until Date,” generally tied to the length of their program as listed on their I-20 or DS-2019 form, capped at a maximum of four years regardless of how long the underlying program actually runs.Students already in the U.S. and maintaining valid status when the rule takes effect will generally be grandfathered into a transition period, allowed to stay until either their program’s end date or the expiration of any post-completion work authorisation they qualify for, subject to that same four-year cap. Anyone who travels internationally and returns after September 15, however, will be issued a new fixed Admit Until Date upon re-entry, even if they had previously been in the country under the old open-ended system.The change also trims the standard F-1 grace period after finishing a program from 60 days down to 30, and adds new restrictions on switching majors or degree levels and on transferring laterally between graduate programs. Students in programs that naturally run longer than four years, including many doctoral candidates, will need to file formal extension requests with U.S. Citizenship and Immigration Services — a process that brings additional biometrics, background checks, and fees.The student visa overhaul lands alongside the State Department’s routine September 2026 Visa Bulletin, which governs the pace at which immigrant visas move forward across family- and employment-based categories.
