Mayor Zohran Mamdani announced on Monday that the city is recruiting software engineers, product designers, product managers, user researchers, service designers and data experts to staff what he is calling Public Interest Technology Crews—PIT Crews, a pun the mayor committed to by rolling up to the Coney Island go-kart track to make the announcement.The hiring is funded and specific. A City Hall spokesperson confirmed around 30 full-time roles across four crews, supported by $5.24 million in baseline funding in the mayor’s new fiscal budget. A PIT Crew is a mixed team—engineers, designers, product managers, user researchers and data experts—placed alongside staff at a city agency rather than parked in a separate technology department. The crew works with that agency and with New Yorkers to design, build and launch a digital tool, then learn from how people actually use it. The mayor’s office describes the timeline as months rather than years, which is the entire premise of the model.Five crews are planned. Enforcement begins October 1, and the junk fees ban lands January 1, 2027.The portal is built to do two things at once—give individual New Yorkers a route to recourse, and give City Hall a running database of repeat offenders.

Chief Technology Officer and OTI Commissioner Lisa Gelobter framed the roles around a shift in what government technology now is. Every service has a digital surface, she argued, and every confusing step in that surface erodes trust. Her operating instruction for the crews is user first, always, with outcomes weighted over outputs.There is a politics to the hiring as well. NYC-DSA’s Tech Action organisers backed the announcement as a choice to build capacity inside government rather than route taxpayer money to consultancies and big tech vendors. BetaNYC’s Noel Hidalgo made the cost version of the same argument—in-house teams that deliver faster and cheaper than the outsourced alternative.“New Yorkers should not be forced to navigate systems that are confusing, outdated and burdened by bureaucracy,” Mamdani said. “The PIT Crew turns that model on its head.”Public Interest Technology took shape as a field in the 2010s on a fairly unglamorous premise: government software is usually bad, and fixing it is a staffing and usability problem more than an engineering one. The recruitment page leans into that, pitching the work rather than the salary—the goal, it says, is to make interacting with government dignified and delightful for every New Yorker.
