Gujarat Housing Board’s 100% penalty waiver scheme: Eligibility, documents and how to apply

Falling behind on housing installments can quickly become expensive when penalties keep piling up. To help beneficiaries break that cycle, the Gujarat government launched the 100% Penalty Mafi Yojana, offering a complete waiver of late-payment penalties.Introduced by the state’s urban development and urban housing department, the scheme is aimed at beneficiaries of the Gujarat Housing Board (GHB) and the Slum Clearance Cell who have unpaid housing installments on their allotted properties.The idea is simple: if mounting penalties have stopped you from clearing your dues, you can now pay only the outstanding installment amount and get the entire penalty waived.Beneficiaries who clear all pending arrears in a single lump-sum payment by 31 March will be eligible for a 100% waiver of the penalty component. The scheme also enables eligible applicants to move closer to securing the transfer of ownership of their property. Applications can be submitted online.

Who can apply?

The scheme is open to:

  • Gujarat Housing Board beneficiaries with outstanding instalment dues.
  • Slum Clearance Cell beneficiaries with pending instalment payments.

Applicants must also be residents of Gujarat and should be either the original tenant, a successive power of attorney holder, or the existing occupant of the property.

How to apply online

The online application process involves four steps:Step 1: Fill in the application form. Access the online application form and enter all the mandatory personal details. Ensure every field marked with an asterisk (*) has been completed.Step 2: Upload the necessary documents by selecting “Choose File” or using the drag-and-drop option. All documents should be clear, legible and within the prescribed file size limit.Step 3: Review and submit the application. Verify all the information and uploaded documents before clicking “Submit”. Save the application reference or acknowledgement number, as it will be required to track the application and for future correspondence.Step 4: Pay the outstanding dues. After submitting the application, pay all pending arrears in one lump sum through the designated Gujarat Housing Board payment channels before 31 March. Keep the payment receipts safely for future verification and records.

Documents required

Applicants may need to submit the following documents:

  • Aadhaar Card and Permanent Account Number (PAN) Card
  • Income Certificate
  • Copy of Power of Attorney and fee receipt
  • Copies of all successive Power of Attorney documents and agreements from the original tenant
  • Copy of the Rent Agreement, Delivery of Rent, or a letter from the landlord
  • Death Certificate (if the original tenant or power of attorney holder has passed away)
  • Latest photograph of the house
  • Copy of the previous year’s municipal or municipal corporation property tax bill
  • Copy of the latest search report of the house or flat from the local Registration Office, or the relevant document
  • Photocopies of receipts for payments previously made to the Gujarat Housing Board
  • Firm name on a Rs 300 stamp paper (in case of the death of the original tenant or power of attorney holder)
  • Title Consent Form on a Rs 300 stamp paper
