Dallas gave developers 10 more months to buy its 72-story Bank of America Plaza and keep $103 million in incentives tied to a $409 million plan adding a hotel, garage, restaurant and observation deck
The immediate priority is now completing the city’s development agreement and closing the tower purchase before July 30, 2027.

Downtown Dallas is betting that one of its most recognizable towers can have a second act. The developers behind a sweeping $409 million redevelopment of Bank of America Plaza have been given another 10 months to complete the purchase of the 72-story skyscraper, keeping more than $100 million in public incentives attached to the ambitious transformation, states a report by CRE Daily.

A new deadline for a complex deal

According to CRE Daily report, the Dallas City Council has extended the purchase deadline to July 30, 2027, giving developers Mike Hoque and Mike Ablon additional time to finalize their acquisition of the tower and complete a development agreement with the city. The pair, operating as 901 Main PAHG Partners LLC, announced plans in 2024 to acquire the property from Metropolis Investment Holdings, a Chicago-based investment firm managing the asset for a German family investment group, adds the report.If we go by the report, the original closing deadline was September 30. The additional time reflects the complexity of a transaction that involves not only purchasing the building but also negotiating the public-private development agreement and the extensive redevelopment planned for the property.

A $409 million transformation

The acquisition itself is expected to cost more than $165 million. Once completed, the project would substantially change how the landmark tower is used, explains the online report. Office space would shrink from roughly 1.8 million square feet to 1.5 million square feet, with the remaining space undergoing a full renovation. The redevelopment would also introduce 275 hotel rooms, with the project targeting a four-star-or-better standard.A new glass-and-steel structure would house the hotel’s lobby and ballroom, while a 1,115-space parking garage would replace a surface parking lot across the street. A skybridge over Main Street would connect the garage to the tower, confirms the report.At street level, the plans call for additional retail space. Higher up, the 69th floor would become home to a restaurant and observation deck, adding a destination component to one of Dallas’ most visible buildings.

$103 million in public incentives

The redevelopment is backed by significant public investment. Dallas City Council approved a $103 million payment from the Downtown Connection Tax Increment Financing district last October. The development team has already spent about $4 million on design work and says it has secured a capital partner and financing for the project, although financial details have not been disclosed. Earlier city documents projected completion as early as September 2032, confirms the report.

Downtown Dallas is changing

The redevelopment comes as the city’s traditional downtown office market undergoes a broader shift. Bank of America, the tower’s longtime anchor tenant, is expected to move to a new Bank of America Tower at Parkside near Klyde Warren Park within the next few years. Other major changes are also reshaping Main Street. Neiman Marcus is preparing to close its century-old store at 1618 Main Street, while AT&T is moving its headquarters to Plano, although its lease at One Whitacre Tower runs through 2031.

The road ahead

Bank of America Plaza is not the only downtown property facing pressure. The financial challenges surrounding older office towers, including 2100 Ross, have underscored the difficulties of repositioning aging commercial real estate. For Hoque and Ablon, the project is also their largest redevelopment undertaking to date. Earlier agreements involving Hoque in Fort Worth and Mansfield were terminated over missed deadlines, according to the Dallas Business Journal.The immediate priority is now completing the city’s development agreement and closing the tower purchase before July 30, 2027. If the plan stays on schedule, the transformation could coincide with the redevelopment of the nearby Kay Bailey Hutchison Convention Center, a $3.5 billion-to-$3.8 billion project expected to bring additional activity to the western side of downtown.Images Courtesy: Wikipedia and istock
