The US approved construction of its first commercial small modular reactor, a 300-megawatt Tennessee project that cleared a 14-month review but still needs a license before operating

The United States has taken a significant step toward a new generation of nuclear power with approval for construction of what is set to become the country’s first commercial small modular reactor (SMR). According to Reuters, the US Nuclear Regulatory Commission (NRC) granted the Tennessee Valley Authority (TVA) permission to build a 300-megawatt reactor at its Clinch River site in Roane County, Tennessee. The permit follows a 14-month technical review, but construction approval does not mean the reactor can begin producing electricity. TVA will still require a separate operating licence before fuel can be loaded and the facility brought online.

A smaller model for nuclear power

Reuters reports that the Clinch River project will use the BWRX-300, a boiling-water reactor developed by GE Vernova Hitachi Nuclear Energy. Unlike conventional nuclear plants, which generate more than 1,000 megawatts from enormous facilities, the BWRX-300 is designed to produce up to 300 megawatts.Its smaller scale is central to the SMR concept. Modular reactors are designed so that significant sections can be manufactured in factories and transported for assembly, rather than constructing every major component at the plant site. The approach is intended to simplify construction, reduce complexity and potentially make nuclear capacity easier to add in stages as electricity demand increases, another report by Interesting Engineering states.The design also incorporates passive safety systems, which can cool the reactor using natural physical processes rather than relying continuously on operators or external power. The smaller footprint and reduced cooling-water requirements could further broaden the range of sites where such reactors can be considered, the report adds.

A landmark regulatory decision

The NRC’s construction permit is only the second major advanced-reactor construction approval issued in the US and represents a milestone for TVA, which becomes the first American utility authorised to build a commercial SMR, the online report claims.The agency completed its formal technical evaluation in 14 months, a notably structured review for a new reactor design. TVA had already received an early site permit for Clinch River in 2019, giving the project a regulatory foundation before the latest construction decision. The site itself is significant. Located near Oak Ridge and the US Department of Energy’s Oak Ridge National Laboratory, Clinch River sits within one of the country’s longstanding centres of nuclear research and development.

Creating a template for future projects

The importance of the permit extends beyond Tennessee. Federal regulators and the nuclear industry view the Clinch River process as a potential model for future BWRX-300 projects in the US. A regulatory pathway established around one deployment could provide other utilities with a clearer reference point when seeking approval for similar reactors.The report also states that this could become increasingly important as utilities face growing electricity demand from data centres, artificial intelligence infrastructure and industrial activity. SMRs are being explored as a way of supplying steady electricity while incrementally adding generation capacity rather than relying exclusively on large, conventional nuclear plants.

The cost and licensing hurdles remain

Despite the regulatory milestone, Clinch River is still some distance from operation. TVA has not announced a date for beginning construction and must secure the separate operating licence required before the reactor can be fuelled.The first commercial deployment of a new reactor design also carries financial risks. TVA is therefore pursuing cost-sharing arrangements with commercial partners, with the aim of limiting the burden on its customers while spreading the risks and benefits of the project. If the Clinch River reactor moves ahead, its significance will extend beyond its 300-megawatt output.
