NOIDA:Wish Town homebuyers have blamed Mumbai-based Suraksha Group, which is completing the stalled Jaypee Infratech Ltd (JIL) projects, for poor construction quality and delays. A group of buyers, who met Noida Authority officer on special duty (OSD) Santosh Kumar on Monday, claimed possession of flats remained stalled even in towers that had received occupancy certificates (OCs) because essential services and supporting infrastructure were left incomplete by the developer.They demanded an investigation into the adherence to and implementation of the March 2023 resolution plan approved by National Company Law Tribunal (NCLT).This comes barely weeks after the state govt formed a five-member committee, headed by OSD Kumar and comprising four other members, two each from the planning and finance departments of Noida and Yamuna authorities, to examine Suraksha Group’s work in the Wish Town project.The panel is to vet whether the ongoing construction adheres to the approved project report and layout/site plans, and whether any additional tower, floor, dwelling unit, built-up area or any other structure has been developed beyond the approved plan. It is also to assess the actual progress of construction and whether money collected from buyers is being spent on construction. Noida Authority chief executive officer Krishna Karunesh earlier said the committee would submit a report within a month.On Monday, buyers cited falling plaster, non-operational lifts, incomplete fire-safety systems and unfinished water and sewage infrastructure. They said several clubhouses, internal roads, the sewage treatment plant, lighting and landscaping were also incomplete or not working. They added that Suraksha Group was required to deploy 12,000 workers for timely completion as per the NCLT-approved resolution plan, but the workforce was never deployed.Anirudh Gupta, who has been waiting for the flat he booked 14 years ago, said, “I had paid 95% of the flat’s total price in 2012. However, the flat was not delivered. I am still living with my family in Bulandshahr. My dream of owning a home in Noida remains stalled.” Buyers, he said, wanted a transparent examination of actual construction progress, utilisation of funds and regulatory compliance.Sudhir Gupta (76), who put his retirement savings into a flat at Wish Town in 2013, said he was assured that the unit would be ready in 2016. “I have paid nearly Rs 80 lakh out of Rs 1.1 crore for the flat, but even after 13 years there is no certainty when I may get it,” he said.Another homebuyer, Mahesh Tyagi, said that while several were still waiting for their flats, nearly one lakh people were now living in Wish Town, making the remaining infrastructure upgrades as critical as completing the unfinished homes.“We will inspect the project, tower by tower, to address the apprehensions,” the OSD said after meeting buyers.A Suraksha Group official, meanwhile, claimed the developer was delivering the project as per the resolution plan. “We have completed the construction of 84 towers comprising 7,913 units out of the total 159 towers. We have also got occupation certificates (OCs) for 42 towers comprising 4,213 flats and applied for OCs for 28 towers with 2,385 flats. Of the 22 clubhouses, the development is in an advanced stage in 15,” he said.Jaypee Wish Town was developed by JIL, which entered insolvency proceedings in August 2017 after an application by an IDBI Bank-led consortium. NCLT approved Suraksha Group’s bid on March 7, 2023, and National Company Law Appellate Tribunal upheld the plan in May 2024. The developer committed to finishing the projects in 40 months.
