'Risk of attacks...': Why Germany raised its security alert to 'high threat level'

Germany has upgraded its national security posture from an “abstract threat level” to a “high threat level” following an increase in intelligence reports pointing to potential attack plans, interior minister Alexander Dobrindt has said.In an interview with the German newspaper Welt am Sonntag, published on Saturday, Dobrindt said the revised assessment reflected growing concerns over threats targeting the country.“The increased volume of reports and intelligence has prompted me to classify the previously described abstract threat as a high threat,” he said.“This means that the risk of attacks must be reckoned with at all times in Germany,” Dobrindt said, according to Reuters.He added that “plans for attacks against our country are clearly discernible” and warned that the threats were directed not only at Germany’s infrastructure but also at individuals and institutions.

Intelligence reform under consideration

According to DW, the German Cabinet is scheduled to consider a wide-ranging reform of the country’s intelligence laws on August 13, aimed at expanding the powers of intelligence agencies.The proposed changes would allow intelligence services to intervene directly in certain dangerous situations instead of limiting their role to collecting and analysing information.“My goal is to develop the intelligence services into genuine secret services so that we remain competitive and capable of working as partners with friendly services abroad,” Dobrindt said.The reforms could permit domestic intelligence officers to enter and search homes during acute terrorism situations if police are unable to reach the scene in time. However, Dobrindt stressed that the distinction between intelligence agencies and law enforcement would remain intact.“Arresting people remains the responsibility of the police,” he said.

Germany has witnessed several major attacks

Germany has experienced a number of deadly attacks in recent years, prompting heightened concerns over national security.In one of the most prominent incidents, a Saudi doctor was sentenced to life imprisonment last month for killing six people and injuring hundreds after driving a rented BMW into crowds at a Christmas market in the eastern city of Magdeburg in December 2024.In another case, a German court last year convicted a Syrian national over an Islamic State-inspired stabbing attack at a festival in the western city of Solingen in 2024 that left three people dead and 10 others injured.
