A Wisconsin university campus that spent nearly six decades serving students has entered a new chapter, with its 76-acre property now approved for sale and proposed redevelopment into a large residential neighbourhood.The Waukesha County Board on September 22 approved an ordinance authorising the sale of the former University of Wisconsin-Milwaukee at Waukesha campus at 1500 N. University Drive. The move clears the way for a mixed-residential project that could eventually bring roughly 670 homes to the site, although additional city approvals are still required. The proposed development, being planned by Milwaukee-based real estate and investment firm F Street in partnership with Waukesha County and the City of Waukesha, calls for about 70 single-family homes and approximately 600 market-rate multifamily units. The multifamily portion would include two-storey garden-style buildings as well as three- and four-storey apartment buildings.The property covers about 75.9 acres, of which roughly 71 acres are considered developable. The county has owned the land since 1965, when it entered into an agreement with the University of Wisconsin System to establish a higher education facility there.

From college campus to empty property

The campus opened in the 1960s and went on to serve generations of students in Waukesha County. But by the 2020s, falling enrolment had placed pressure on the branch campus system. UW-Milwaukee announced in March 2024 that its Waukesha campus would close after the Spring 2025 semester. The university’s decision came amid declining enrolment and budget challenges. The campus officially closed in 2025, ending roughly six decades of classes at the location.The closure left Waukesha County with a large property and ageing buildings to manage. County documents show the site contains about 176,366 square feet of existing building space, including a Fine Arts Building and a large Fieldhouse/Maintenance Building. The county had also noted that it could not afford to maintain an empty facility after the university’s departure.Rather than leave the property vacant, officials began examining possible future uses, including commercial, institutional and residential development. The county worked with the City of Waukesha and real estate experts to assess how the site could be used while remaining compatible with surrounding neighbourhoods. Housing eventually emerged as the preferred redevelopment direction.

What will replace the campus?

The current master plan envisions a residential neighbourhood spread across the former university grounds rather than a single large apartment complex. The proposal includes approximately 70 single-family homes alongside roughly 600 market-rate multifamily units. The design also incorporates green space, walking trails and open areas throughout the property. According to Waukesha County, the layout is intended to use existing natural features to create buffers between the development and neighbouring areas.RINKA, a Milwaukee-based architecture firm, developed the master plan. The multifamily buildings are expected to range from two-storey garden-style structures to three- and four-storey apartment buildings, creating a mix of building types across the site. County and city officials have said the mix of housing is intended to respond to documented demand in the area while fitting with the surrounding residential character.The redevelopment could also significantly change the property’s contribution to local government finances. Officials estimate the project could add more than $150 million to the local tax base, while WPR reported that the development is expected to generate around $1.56 million in annual tax revenue for the city.The county’s approval does not mean construction can begin immediately. The project must still go through the City of Waukesha Plan Commission and ultimately the city’s Common Council. Those approvals will determine whether the proposed redevelopment can proceed as planned.If the remaining approvals are secured, demolition of the former campus could begin in early 2027, with the first housing phases expected to start later that year. The development is planned to be built in stages rather than all at once.The transformation reflects a broader challenge facing Wisconsin’s university system, where declining enrolment has led to the closure or downsizing of several branch campuses. WPR reported that, as of August 2026, seven Universities of Wisconsin branch campuses had closed, while others had reduced their operations.For Waukesha, the former campus could therefore move from being a centre of higher education to becoming a sizeable residential neighbourhood within only a few years.The change will also mark the end of a long-running arrangement between the county and the university system. Waukesha County purchased the property in 1965 and maintained ownership while the University of Wisconsin operated the educational facility under a long-term lease. County records previously showed that the lease was set to continue through 2040, even though the university ultimately decided to close the campus after the 2025 spring semester.
