Delaware Beach Homes: Delaware beach towns see population surge as tax savings draw new residents
For people looking for a home near the beach without the tax bills associated with places such as New York, Delaware’s small coastal communities have become an increasingly popular choice. But the influx of residents is also changing the local housing market, with farmland giving way to new development and infrastructure coming under pressure.More than 40,000 people have moved to Sussex County since 2020, increasing its population by 17%, according to The New York Post.That growth was roughly five times the national rate. The county has also seen a sharp rise in its older population, with residents aged 65 and above increasing 23% over the same period.Low property taxes, no state sales tax and access to beaches have been among the attractions for people moving from higher-tax states such as New York and New Jersey, as well as neighbouring Pennsylvania.
Beach homes become family investments
The experience of Pennsylvania residents Maggie and Vince Dominici reflects the trend. The couple discovered Bethany Beach in 2020 while looking for a family beach house.After renting for a week, they bought a property in September that year and completed the purchase in November.The house initially needed work, and Vince had preferred moving farther inland where they could get a newer property for their money. Maggie pushed to stay closer to the beach. The couple later remodelled and expanded the Bethany Beach home, which became a primary gathering place for their family.Their younger son, Devon Dominici, eventually built his own four-bedroom, 3½-bathroom home in Ocean View, about two miles from Bethany Beach, after working remotely from his parents’ house during the pandemic.Property records showed that the home changed hands for nearly $600,000 in April 2023. Devon said a bank appraisal the following month valued it at 39% more than its construction cost.He believes limited developable land near the coast will continue to support property values in communities including Bethany Beach, Ocean View, Dewey Beach and Rehoboth Beach.“There’s really nowhere else to go,” he said. “So you’re buying existing inventory.”
Prices rise as Delaware’s appeal grows
The coastal market, however, has become considerably more expensive. The Federal Housing Finance Agency’s home-price index for Sussex County rose about 57% between 2020 and 2025.The market has shown some signs of moderation more recently. Sussex County’s median sale price was about $439,000 in August, down 1.9% from a year earlier, according to Redfin.Tax savings remain a major attraction. Diana Rohan, a former New York City Police Department officer who now works as a flight attendant, and her husband bought a Delaware townhouse about five years ago after previously owning a second home in North Carolina.Rohan said their annual Delaware property-tax bill is $1,071, compared with nearly $17,000 a year in property and school taxes on their New York property.“It’s a big difference,” she told The New York Post. “We save a lot of money by purchasing here.”The townhouse is used as a second home by the couple, their children and other relatives. Its proximity to New York also made Delaware a more convenient beach destination than their previous property in North Carolina.
More construction, but pressure on services
The rapid growth has also changed the landscape around the beach communities. Rohan said farmland was increasingly being converted into development.“I feel like they’re overdeveloping, though, because people are just buying like crazy,” she said. “There’s a lot of farmland that is turning into development.”She added: “Everywhere you go, you see the trucks and they’re building all over the place.”The population increase has also been accompanied by heavier beach traffic and difficulties accessing doctors and dentists. Rising housing costs and incomes have also made Sussex County increasingly difficult to afford for some year-round workers, including teachers and healthcare workers.The Dominicis experienced the healthcare pressure themselves. Maggie and Vince said they had to use a personal connection to arrange a doctor’s appointment for Vince. An appointment arranged in April was available only the following February.Traffic has become another issue, with short journeys taking considerably longer during the summer.Despite these pressures, the families continue to maintain their connections with Delaware’s coast. For Rohan, the ability to keep a home in Delaware while remaining connected to New York is particularly important because her 88-year-old mother and other close relatives live there.“We won’t leave New York full-time,” she said.
