Govt launches DILRMP 3.0: India’s land records set for digital overhaul; here’s what changes |
NEW DELHI: The government on Thursday launched the operational guidelines for the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0), with a Rs 565.5 crore outlay for 2026-31 to build an integrated digital framework for land records, property maps and registration data.The programme aims to move beyond digitising individual land records towards an integrated land management system, Union Rural Development Minister Shivraj Singh Chouhan said while launching the guidelines.“Land is not just a piece of soil, it is the pride of our farmers, the blessing of our ancestors and the identity of future generations,” Chouhan said, as quoted by PTI.The initiative is expected to make land and property records easier to identify, access and verify by connecting databases that are currently maintained across different government systems.
What the new land records system changes
Under DILRMP 3.0, states will be able to create their own digital “land stacks” by connecting land records, cadastral maps, registration systems and other land-related datasets through APIs. These state-level systems will form part of a federated national land stack, while ownership and control of the data will remain with the concerned authorities.Every land parcel will also receive a 14-digit Bhu-Aadhaar, or Unique Land Parcel Identification Number (ULPIN), while cadastral maps will be fully georeferenced. The changes are aimed at creating a clearer digital identity for individual land parcels and improving the interoperability of land and property records.The government will also modernise 75 high-footfall sub-registrar offices as “registration seva kendras”, modelled on passport seva kendras. Legacy land records will be scanned, a registration repository will be created and revenue courts will be computerised.For urban property, the NAKSHA initiative will support urban land mapping and preparation of property cards. The programme could also make it easier for landowners to use property records for institutional credit and reduce repeated visits to government offices.The earlier phases of DILRMP have digitised 99.9 per cent of records of rights and 97 per cent of cadastral maps, while 99 per cent of sub-registrar offices have been computerised, according to the government.DILRMP 3.0 will be implemented across all states and Union territories with 100 per cent central funding. Funds will be released in phases based on performance, with progress tracked through a real-time DILRMP-MIS dashboard.
