For many families, buying a home is not simply about finding the right flat. The bigger challenge is often affordability. High land prices, construction costs and the upfront money needed to buy a property can put home ownership beyond the reach of many low- and middle-income households.West Bengal’s Nijashree Housing Scheme is aimed at addressing this need by providing ownership-based housing for people in the Lower Income Group (LIG) and Middle Income Group (MIG) categories.Under the scheme, eligible beneficiaries can be allotted flats through a lottery system. The government provides the land without including its cost in the price of the housing unit, while certain infrastructure costs are also excluded from what the purchaser has to pay.Here is a closer look at how the Nijashree Housing Scheme works, who can apply and what applicants need to know.

What is the Nijashree Housing Scheme?

The Nijashree Housing Scheme is an affordable housing initiative of the West Bengal government for families belonging to the LIG and MIG categories.The scheme envisages the construction of housing units on government land, land belonging to local bodies and other parastatal organisations.Each project involves the construction of a minimum of 16 flats in a block of G+3 buildings.The flats are allotted to eligible beneficiaries on an ownership basis through a lottery.

What types of flats are available?

The scheme provides different housing options for the two income categories:

For LIG applicants: 1BHK flats

LIG beneficiaries are eligible for 1BHK flats with a minimum built-up area of:

  • 35.15 square metres
  • Around 378 square feet

For MIG applicants: 2BHK flats

MIG beneficiaries are eligible for 2BHK flats with a minimum built-up area of:

  • 50.96 square metres
  • Around 559 square feet

The actual unit cost and built-up area can vary depending on the location, availability of land, land development costs and the schedule of rates applicable to the area when construction takes place.

How does the scheme help keep housing costs down?

One of the key features of the Nijashree Housing Scheme is that the cost of land is not included while calculating the unit cost of the flat.The freehold land is treated as a subsidy to the beneficiary.The cost of the housing unit is determined based on the actual cost of:

  • Construction of the superstructure
  • Construction of the substructure
  • Internal infrastructure
  • Sanitary and plumbing work
  • Internal electrification
  • Other related construction work

At the same time, several off-site infrastructure costs are not added to the cost payable by the purchaser.These include:

  • Internal roads
  • Boundary walls
  • Outside electrification
  • Drainage systems
  • Campus lighting
  • Water supply

The Housing Department also facilitates credit-linked subsidies for eligible beneficiaries, in accordance with the existing scheme.

Who is eligible for the Nijashree Housing Scheme?

Applicants must meet the income and other eligibility conditions prescribed under the scheme.

Income criteria

For the Lower Income Group (LIG):

  • Monthly family income should be Rs 15,000 or less

For the Middle Income Group (MIG):

  • Monthly family income should be Rs 30,000 or less

Other eligibility conditions

An applicant must also meet the following requirements:

  • The beneficiary or any family member should not own a pucca house or flat in West Bengal.
  • Family includes the spouse and unmarried sons or daughters.
  • The applicant must be an inhabitant of the same district where the housing project is being implemented.
  • One applicant can apply for only one flat for his or her family.
  • A person who has already been allotted a flat under the scheme cannot apply again for the same scheme in another project in the district.

How are beneficiaries selected?

The selection of eligible beneficiaries and the allotment of flats are carried out through a transparent lottery in the respective district or sub-division.If the number of eligible applicants exceeds the number of available flats, a waiting list will also be prepared.The waiting list will comprise 20% of the total flats under each category, separately for LIG and MIG applicants.

How to apply for the Nijashree Housing Scheme?

The application process is conducted offline.A sample application form and a soft copy of the scheme brochure are available on the West Bengal Housing Department’s website and at the concerned offices of the:

  • District Magistrate
  • Sub-Divisional Officer

The original application form, carrying a printed serial number, can be obtained from the specified nationalised bank or other designated banks.Applicants have to submit the duly filled application form, along with the application money and required documents, at the branch from where the form was obtained.

Can there be a joint applicant?

Yes. Each application can have one joint applicant.However, the joint applicant can only be the:

  • Husband or wife, or
  • Dependent parent of the first applicant

How much is the application money?

The application money differs depending on the type of flat.

Flat category Application money
1BHK Rs 2,500
2BHK Rs 25,000

The amount is adjusted against the unit cost for successful applicants.For unsuccessful applicants, the application money is refundable and is to be returned within 30 days after the issuance of the allotment letter.There is no processing fee under the scheme.

What happens if a project does not get enough bookings?

Construction work under the scheme will begin only after confirmed bookings are received for at least 80% of the total flats in an approved project or block of 1BHK or 2BHK units.If a project does not receive bookings or applications for at least 80% of its flats, it will be treated as immature.In such cases, the application money will be refunded to all applicants within 30 days from the issuance of the memorandum declaring the project’s immaturity.

How are instalments paid?

The instalment payments made by beneficiaries will be deposited directly into an Escrow Account opened by the Housing Department for each project.Applicants should also be aware of the provisions related to delayed payments.

What if an instalment is delayed?

An interest of 8% per annum will be charged on delayed payment amounts for the period of delay.If the delay in paying an instalment or other charges exceeds six months from the due date, the District Magistrate can cancel the allotment after giving the allottee an opportunity for a hearing.

Can an allottee surrender the flat?

Yes, but there are conditions.If an allottee surrenders the flat after paying the first or second instalment, the amount paid will be refunded after deducting 5% of the amount paid. No interest will be paid on the refunded amount.However, surrendering the flat is not allowed after payment of the third instalment.

What happens if the application contains false information?

If any statement or document submitted in support of an application is found to be false or fabricated at any stage, the application or allotment can be cancelled.The authorities may also forfeit the application money.

What if the flat is not handed over on time?

The completion date of the project and the expected handover date will be communicated to the allottee when the allotment letter is issued.If the Housing Department fails to hand over the allotted flat within the scheduled period mentioned in the agreement, it will pay the allottee 8% annual interest on the deposited amount for the period of delay, in accordance with the West Bengal Housing Industry Regulation Act, 2017.

Documents required for the Nijashree Housing Scheme

Applicants are required to submit the prescribed documents, including:

  • Passport-size photograph
  • Original income certificate issued by the SDO, BDO, employer or another competent authority
  • Original affidavit or declaration
  • Copy of Voter Card
  • Copy of Ration Card
  • Copy of PAN Card
  • Copy of Aadhaar Card
  • Bank details
  • Address proof, such as an electricity bill, telephone bill or copy of a bank passbook, if specified
