Government allows duty-free imports of 1 million tons of raw sugar, signals price relief
Alongside the import decision, the government has introduced tighter restrictions on sugar inventories held by large consumers.

India has allowed duty-free imports of 1 million metric tons of raw sugar until October 31, the commerce ministry said on Thursday, as the government moves to boost domestic supplies and contain record prices ahead of the country’s peak festival season.The decision comes as sugar prices have risen sharply amid tightening supplies, with domestic prices jumping 10% over the past month to a record high. Prices have risen by nearly 40% in two months, according to the latest available data, as weaker sugarcane production has squeezed supplies.India, the world’s biggest sugar consumer, is importing sugar for the first time in nearly a decade as it seeks to bridge the supply gap before demand accelerates during the festival season.

Duty-free imports timed ahead of festivals

The government has set October 31 as the deadline for the duty-free imports, allowing additional supplies to enter the country before the period of peak consumption.Sugar demand in India typically rises between August and November as major festivals including Ganesh Chaturthi, Dussehra and Diwali drive consumption of sweets, cakes and other confectionery. Large buyers such as biscuit and confectionery manufacturers also tend to build inventories ahead of the festive period.The government is therefore attempting to ease the supply squeeze before festival demand puts further pressure on prices.

Bulk consumers face tighter stock limits

Alongside the import decision, the government has introduced tighter restrictions on sugar inventories held by large consumers.From September 1 to November 30, bulk consumers using more than 10 metric tons of sugar a month will not be allowed to hold inventories for more than 15 days, according to a government order issued on Wednesday.The move follows a decision last month requiring sugar dealers to limit their inventories to 30 days’ supply.The latest restrictions are aimed at preventing excessive stock accumulation as the government seeks to ensure that available sugar reaches the market during the period of heightened demand.

Weather hits sugarcane production

The supply squeeze has been exacerbated by unfavourable weather conditions. Patchy rains and dry weather have affected sugarcane crops, which require substantial amounts of water for irrigation.Lower production has tightened domestic availability at a time when consumption is expected to increase, contributing to the sharp rise in prices.Indian sugar prices are expected to remain elevated for at least the next three months as supplies tighten and festival demand gathers pace.

Global sugar markets could feel the impact

India’s return to the international market as a major sugar buyer could also influence global prices.Analysts expect increased Indian imports to support benchmark sugar prices in London and New York, as traders factor in additional demand from one of the world’s largest sugar-consuming markets.Sugar is also politically sensitive in India, where sweets are widely consumed and the commodity remains an important part of household consumption, particularly for lower-income families.With duty-free imports, tighter stockholding rules and the festival season approaching, the government is now using both supply-side measures and inventory controls to contain the price surge and improve sugar availability in the domestic market.
