Images of thousands of people swimming desperately, scrambling over rocks or wading through the sea in the hope of reaching Spain’s tiny North African enclave of Ceuta have once again thrust Europe into the global spotlight.Ceuta is not an isolated incident. It is merely the latest chapter in Europe’s long struggle to balance humanitarian obligations with domestic political realities.On the surface, the story appears straightforward: tens of thousands of migrants attempting to enter Europe in search of a better life. But beneath the dramatic visuals lies a far bigger political story.The real question is no longer why migrants continue to come to Europe. Wars, poverty, climate change and economic instability across Africa and the Middle East have supplied that answer repeatedly over the past decade.The latest migration surge has revived a debate that has shaped the continent for over a decade.From Berlin and Paris to Dublin, Amsterdam and Madrid, immigration has evolved from a humanitarian issue into one of the continent’s most divisive political fault lines.Governments are tightening asylum rules, restoring border checks within the Schengen Area, outsourcing migration control to neighbouring countries and facing growing public anger over immigration policies.Political parties campaigning on promises of stricter border controls are winning elections or gaining unprecedented support.So, what has changed?<\/p>\n Europe’s population decline projection (2025-2100)<\/p>\n<\/div>\n<\/div>\n <\/p>\n The swimmers heading towards Ceuta are not merely fleeing economic hardship or chasing opportunity.Their journey has become a symbol of a continent wrestling with competing ideas about identity, security, sovereignty and humanitarian responsibility.Every major migration crisis leaves behind an enduring image.In 2015, it was the photograph of three-year-old Alan Kurdi lying lifeless on a Turkish beach, forcing Europe to confront the human cost of war and displacement.Years later came overcrowded boats arriving on Italy’s Lampedusa island, exposing the pressures on Europe’s southern frontier.Today, thousands of people swim across barely 100 metres of sea into Ceuta. The image captures more than desperation. It captures Europe’s political crossroads.Migration is no longer simply a humanitarian challenge or a border management problem. It has become the issue through which Europeans increasingly debate who belongs, what their societies should look like and how open the continent can remain in an era of economic uncertainty, geopolitical instability and rising nationalism.<\/p>\n Europe’s migration flashpoints since 2015<\/p>\n<\/div>\n<\/div>\n <\/p>\n To understand today’s Europe, one has to go back to 2015.As Syria descended deeper into civil war, alongside instability in Afghanistan and Iraq, more than one million refugees and migrants entered Europe in what became the continent’s largest migration crisis since the Second World War.Many Europeans initially responded with compassion. Then German Chancellor Angela Merkel’s famous declaration, “Wir schaffen das” (“We can manage this”), came to symbolise an open-door approach to refugees.Volunteers welcomed exhausted families at railway stations, while citizens across Germany, Austria and Sweden donated food, clothing and shelter.For a brief moment, humanitarian solidarity appeared to define Europe’s response.But as months turned into years, political attitudes began to shift.The migration crisis did not end with Syria. New routes emerged through Libya, Tunisia, Morocco and the Canary Islands. Conflicts in Sudan, Afghanistan and elsewhere continued to push people towards Europe, while economic migration from North Africa remained strong. Rather than a temporary emergency, migration became a permanent feature of European politics.<\/p>\n Europe’s changing immigration policy<\/p>\n<\/div>\n<\/div>\n <\/p>\n What changed was not simply the number of migrants arriving, but how immigration began intersecting with everyday concerns of European voters.Housing shortages became acute across several countries, particularly Germany, the Netherlands, Ireland and Portugal. Young Europeans found themselves struggling to rent homes or buy property in increasingly expensive cities.Healthcare systems and schools faced similar concerns.Local governments argued they lacked sufficient resources to accommodate rapidly growing populations. Social housing waiting lists lengthened. Municipal budgets came under pressure.Many voters increasingly felt governments had lost control over both borders and public services and in politics, perception often shapes reality.As international relations expert Robinder Sachdev explains, migration is not always the top issue in European elections but it has become one of the most politically explosive. “Inflation, jobs and the cost of living often rank higher in opinion polls among voters. But it has become one of the most politically potent because it is no longer only about numbers. It has become a test of whether governments can control borders and enforce their own decisions,” he said.This gap between perception and policy is central to Europe\u2019s current anxiety.Even when migration numbers fall, public concern does not necessarily follow. In 2025, EU asylum applications dropped sharply, yet anxiety remained high. “The contradiction is telling. EU asylum applications fell sharply in 2025, yet public anxiety over migration did not fall with them. Part of the reason is the gap between decisions and enforcement. In 2025, EU countries issued close to 492,000 orders to leave, while only around 135,000 people were returned to non-EU countries. The gap points to a problem of credibility of effectiveness of European governments.”<\/p>\n The altering European politics<\/p>\n<\/div>\n<\/div>\n <\/p>\n Crime has become another defining element of Europe’s immigration debate.A series of high-profile attacks involving asylum seekers or migrants in countries such as Germany and France has fuelled public anxiety and intensified calls for stricter immigration controls. In Sweden, escalating gang violence has become a dominant political issue, although causes might extend beyond migration alone.Far-right parties have consistently highlighted such incidents to argue that immigration has undermined public safety. Yet politics often responds to emotions as much as evidence.For many Europeans, concerns over security have become inseparable from broader debates over immigration.Perhaps the biggest long-term challenge has been integration. Many European governments expected newcomers to integrate relatively quickly into their new societies. Instead, debates over language, employment, education, religious identity and cultural assimilation continue years after many migrants first arrived.<\/p>\n Few issues have reshaped Europe’s electoral landscape as dramatically as immigration.In Germany, the Alternative for Germany (AfD) has turned migration into the centrepiece of its political message. In France, Marine Le Pen’s National Rally has steadily expanded its support by campaigning on stricter immigration and national identity. Italy elected Giorgia Meloni after a campaign that pledged to reduce irregular migration across the Mediterranean. The Netherlands witnessed Geert Wilders’ Party for Freedom emerge as the largest political force after focusing heavily on immigration. Austria’s Freedom Party, Sweden Democrats and Spain’s Vox have similarly benefited from growing public dissatisfaction over immigration policies.Although each country faces unique challenges, a common thread runs through them all: immigration has become one of the most powerful issues influencing European elections.<\/p>\n The political debate has increasingly spilled onto Europe’s streets.Over the past two years, anti-immigration protests have taken place in Germany, Ireland, the Netherlands, Spain and the United Kingdom. Many were triggered by proposals to house asylum seekers in local communities or followed violent crimes that drew intense public attention.In some cases, protests remained peaceful. In others, they descended into clashes with police or were exploited by extremist groups seeking to mobilise public anger.At the same time, thousands have marched in support of refugees and migrants, warning against xenophobia and defending Europe’s humanitarian commitments.Faced with growing domestic pressure, European governments have increasingly focused on preventing migrants from reaching Europe in the first place.Rather than relying solely on border enforcement within Europe, the European Union has signed agreements with countries including Turkey, Tunisia and Morocco to intercept migrants before they embark on dangerous sea crossings.Morocco, in particular, has become Europe’s migration gatekeeper. Its cooperation has become essential to controlling migration across the western Mediterranean.<\/p>\n Demographically, Europe needs immigrants. Falling birth rates and ageing populations have left many countries facing severe labour shortages in healthcare, construction, agriculture, transport and manufacturing.Economically, immigration remains essential.Politically, however, immigration has become increasingly unpopular. Governments are simultaneously searching for workers while promising voters fewer migrants.“Europe can reduce irregular migration substantially. What it cannot easily do is sharply reduce migration overall without accepting faster demographic decline and greater pressure on its labour force,” said Robinder. Without migration, Europe\u2019s population could shrink dramatically over the century, reshaping its economic future.“The EU population was about 452 million in 2025. Under a zero-migration scenario, it could fall to roughly 300 million by 2100 \u2014 about one-third below today’s level. Even with continued migration, the population is projected to decline to around 400 million by the end of the century,” added Robinder.<\/p>\n According to Sachdev, Europe is not choosing between migration and no migration but between different types of migration. “Refugee protection, irregular entry and legally recruited workers are different categories and require different policies. Once that distinction is made, then there is no contradiction in a government being tougher on irregular migration while simultaneously admitting more workers through legal channels.“Europe can take notes from Italy, which is strict on irregular migration, but open to legal labour inflows.“Italy offers a useful indication of where European policy may be heading.
