<\/div>\n<\/div>\n<\/div>\nWhat started as one man’s effort to clear dumped furniture and rubbish in south Houston has grown into a 100-person volunteer campaign to clean up historically underserved neighbourhoods.Andrew Beaver, 37, began clearing abandoned lots and alleyways in November without any experience running an organisation. Today, his nonprofit Clean the Block organises group cleanups across neighbourhoods like Sunnyside and Third Ward, filling hire trucks with illegally dumped waste.“I grew up thinking, \u2018Trash is disgusting. Someone should do something about it,\u2019” said Beaver, a real estate investor who manages local properties. “But I\u2019m in this area, I invest here, and if it\u2019s giving so much to me, I wanted to find a way to give back.”As reported Houston Chronicle, a recent Sunday cleanup in Sunnyside brought together about 100 volunteers. Armed with walkie-talkies and heavy gloves, participants cleared narrow alleyways, nearby streets, creeks and vacant lots while listening to music from portable speakers.<\/p>\n The Sunday cleanup gained support through a partnership with Sole Ties Run Club, a local running group that combines fitness with community service.Robel Yemane, co-founder and president of Sole Ties, said social media posts showing Beaver’s daily cleanups helped attract an unusually large crowd.\u201cYou\u2019re more likely to impact the community you live in by pouring back into the people,\u201d said Yemane. \u201cYou have all these beautiful homes, and when there\u2019s trash everywhere, it makes people feel like the neighborhood isn\u2019t being served properly.\u201dThe social media campaign turned online followers into volunteers. Emma Kremowski, 25, joined after seeing the project on Instagram.\u201cI\u2019m a big fan of community initiatives,\u201d Kremowski said. \u201cIt\u2019s hard not to be involved in some way with everything going on. We\u2019ve got to show that we care.\u201dFor residents living near places where rubbish is regularly dumped, the community effort is making a real difference. Emily Wroczynski, a Third Ward resident, said people often dump trash in empty lots.\u201cIt feels like you\u2019re doing something that actually makes a difference,\u201d Wroczynski added about her decision to volunteer.<\/p>\n Community groups often step in when city services cannot keep up. In neighbourhoods like Sunnyside and Third Ward, residents say abandoned rubbish is often left untouched for weeks or even months.Coordinating waste removal between volunteers and local authorities was difficult at first, but communication with city officials has improved. A spokesperson for Houston City Council District D confirmed that council staff met with Beaver, with more meetings planned to improve coordination.The district office provides logistical support and sends “hot teams” to remove large amounts of rubbish. District officials also encourage residents to report illegal dumping through the city’s 311 system and share tracking numbers directly with district staff.Paying for these municipal hot teams requires significant funding. Previous Houston Chronicle reporting showed that council districts spend between $61,000 and $175,000 each year from district service funds on specialised cleanup crews. City officials say these costs are due to budget constraints and staff shortages within Houston\u2019s Solid Waste Management Department.<\/p>\n Along with city cleanup efforts, law enforcement agencies are increasing efforts to catch people who dump waste illegally.Harris County Precinct 7 Constable James \u201cSmokie\u201d Phillips said his office relies on public tip-offs, extra patrols and hidden cameras to investigate cases.\u201cWhen we get a call, we follow up,\u201d Constable Phillips said. \u201cIf we have good information, we\u2019ll do an investigation and pursue charges through the District Attorney\u2019s Office.\u201dPhillips said illegal dumping blocks drainage systems, attracts pests and damages the appearance of neighbourhoods. His office is still seeking funding to expand camera surveillance in problem areas, noting that investigations at night require a lot of time and effort.Under the Texas Health and Safety Code, dumping waste anywhere other than an approved solid waste site is illegal. Depending on the amount of waste and whether it is a repeat offence, penalties range from criminal misdemeanours to state jail felonies for large-scale commercial dumping. Municipal programmes like Houston’s One Clean Houston Initiative also use surveillance footage to investigate and prosecute offenders.Despite administrative and legal challenges, Beaver plans to continue his daily work.\u201cIt doesn\u2019t take much to make me feel like this is working,\u201d Beaver said. \u201cWe had 10 people once, and I thought that was crazy.
