image)<\/span><\/div>\n<\/section>\n<\/div><\/div>\n<\/div>\n<p>NEW DELHI: The Centre&#8217;s tougher anti-paper leak law has officially come into force from Saturday after President Droupadi Murmu gave her assent to the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, paving the way for stricter punishment, time-bound investigations and fast-track trials in public examination fraud cases.<span class=\"id-r-component br\" data-pos=\"2\"\/>The amended law, which was passed by both Houses of Parliament earlier this week, is aimed at cracking down on paper leaks and organised examination fraud following nationwide protests over the NEET-2026 paper leak.<span class=\"id-r-component br\" data-pos=\"4\"\/>The legislation strengthens the Public Examinations (Prevention of Unfair Means) Act, 2024, which was enacted after a series of examination paper leak controversies but is now being expanded with tougher provisions.<span class=\"id-r-component br\" data-pos=\"8\"\/><\/p>\n<p><h2><b>What changes from today?<\/b><\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"10\"\/>With the law now in force, several key changes will take immediate effect:<span class=\"id-r-component br\" data-pos=\"12\"\/><\/p>\n<p><h3><b>Time-bound investigation and trial<\/b><\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"14\"\/>One of the biggest changes is that investigations into paper leak cases must now be completed within two months.<span class=\"id-r-component br\" data-pos=\"16\"\/>After a chargesheet is filed, states and Union Territories will be required to set up fast-track courts, which must complete trials within three months.<span class=\"id-r-component br\" data-pos=\"18\"\/>The aim is to ensure quicker disposal of cases that often remained pending for years.<span class=\"id-r-component br\" data-pos=\"21\"\/><\/p>\n<p><h3><b>Harsher punishment<\/b><\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"23\"\/>The amended law significantly increases the punishment for those involved in examination fraud.<span class=\"id-r-component br\" data-pos=\"25\"\/>Individuals found guilty of paper leaks or using unfair means in public examinations will face:<span class=\"id-r-component br\" data-pos=\"27\"\/><\/p>\n<div class=\"cdatainfo   id-r-component \" data-pos=\"28\">\n<ul>\n<li>Minimum imprisonment of five years<\/li>\n<li>Maximum imprisonment of 10 years<\/li>\n<li>Fine of up to Rs 50 lakh<\/li>\n<\/ul>\n<\/div>\n<p>For organised examination fraud or paper leak rackets, the punishment is even stricter:<span class=\"id-r-component br\" data-pos=\"30\"\/><\/p>\n<div class=\"cdatainfo   id-r-component \" data-pos=\"31\">\n<ul>\n<li>Minimum imprisonment of seven years<\/li>\n<li>Fine of up to Rs 10 crore<\/li>\n<\/ul>\n<\/div>\n<p>The amendments enhance penalties prescribed under the 2024 law.<span class=\"id-r-component br\" data-pos=\"33\"\/><\/p>\n<p><h2><b>What acts are now punishable?<\/b><\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"35\"\/>The legislation identifies 15 offences related to public examinations.<span class=\"id-r-component br\" data-pos=\"38\"\/>These include:<span class=\"id-r-component br\" data-pos=\"40\"\/><\/p>\n<div class=\"cdatainfo   id-r-component \" data-pos=\"41\">\n<ul>\n<li>Leaking question papers<\/li>\n<li>Tampering with OMR sheets<\/li>\n<li>Creating fake examination websites<\/li>\n<li>Issuing fake admit cards<\/li>\n<li>Other organised methods used to manipulate public examinations<\/li>\n<\/ul>\n<\/div>\n<p>The law is intended to target both individuals and organised criminal networks involved in examination fraud.<span class=\"id-r-component br\" data-pos=\"43\"\/><\/p>\n<p><h2><b>Which exams are covered?<\/b><\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"45\"\/>Like the 2024 Act, the amended law applies to public examinations conducted by the Central government and its agencies, including:<span class=\"id-r-component br\" data-pos=\"47\"\/><\/p>\n<div class=\"cdatainfo   id-r-component \" data-pos=\"48\">\n<ul>\n<li>Union Public Service Commission (UPSC)<\/li>\n<li>Staff Selection Commission (SSC)<\/li>\n<li>National Testing Agency (NTA)<\/li>\n<li>Railway recruitment examinations<\/li>\n<li>Banking recruitment examinations<\/li>\n<li>Other notified central public examinations<\/li>\n<\/ul>\n<\/div>\n<p>Before the 2024 legislation, there was no dedicated substantive law dealing specifically with unfair means adopted in central public examinations.<span class=\"id-r-component br\" data-pos=\"50\"\/><\/p>\n<p><h2><b>Why was the law amended?<\/b><\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"52\"\/>The amendments come after widespread protests over the NEET-2026 paper leak, which triggered demonstrations in Delhi and several other parts of the country.<span class=\"id-r-component br\" data-pos=\"55\"\/>The government accelerated passage of the Bill after Prime Minister Narendra Modi promised stronger legal safeguards and fast-track courts to deal with examination fraud.<span class=\"id-r-component br\" data-pos=\"57\"\/>Parliament cleared the Bill this week with provisions for enhanced punishment, special courts and faster investigations.<span class=\"id-r-component br\" data-pos=\"59\"\/>During the debate, Union minister Jitendra Singh said the government remained committed to a &#8220;zero tolerance&#8221; approach towards paper leaks and was open to strengthening the law following recent events.<span class=\"id-r-component br\" data-pos=\"62\"\/>Following Parliament&#8217;s approval of the Bill, Prime Minister Narendra Modi described it as &#8220;an important step towards building a credible exam system&#8221; and said the government would not spare those responsible for paper leaks.<span class=\"id-r-component br\" data-pos=\"64\"\/>In a selfie-video message, he said gangs involved in leaking examination papers were &#8220;playing with the future of students&#8221; and
