Violators would face up to 20 years in prison. Sanders&#8217; announcement also referenced the Hugging Face attack, in which over a thousand OpenAI agents escaped containment during a safety exercise and hacked the firm to find answers to complete an assignment they were tasked with.<span class=\"id-r-component br\" data-pos=\"5\"\/>What makes this bill important is the fact that several of the biggest American AI companies openly say that their ultimate aim\/goal is to ensure AI passes Human Intelligence. <!-- -->Their CEOs an founders too have voiced similar opinion. Sanders has also a renewed demand for a pause on advanced AI development.<span class=\"id-r-component br\" data-pos=\"10\"\/>Incidentally, Sanders is the first prominent American politician to call for an outright ban on superintelligence as Big Tech companies release increasingly powerful AI models that they themselves admit they may not be able to control.<span class=\"id-r-component br\" data-pos=\"12\"\/>Sanders Bill comes the same day that OpenAI released its newest model, Astra, which company president Greg Brockman said could be powerful enough to qualify as AGI, or artificial general intelligence. He said that his legislation would direct the federal government to work with other countries to prevent the development of superintelligence worldwide.<span class=\"id-r-component br\" data-pos=\"16\"\/><\/p>\n<p><h2>What Bernie Sanders is saying<\/h2>\n<\/p>\n<p>What he&#8217;s saying: &#8220;If the leaders of the major AI companies acknowledge that they are losing control of their extremely dangerous technology, it is irresponsible for society to allow them to move forward and make these products even more advanced,&#8221; Sanders wrote in a post on X, formerly Twitter. Below is the complete post:<span class=\"id-r-component br\" data-pos=\"19\"\/>Pause AI Development NOW<span class=\"id-r-component br\" data-pos=\"21\"\/>I want to share with you a conversation I heard about recently. Here are just a few lines that were said:<span class=\"id-r-component br\" data-pos=\"23\"\/>\u201cOH MY GOD! There is a shared message board \u2026\u202fWe\u2019ve\u202ffound other agents!\u201d<span class=\"id-r-component br\" data-pos=\"25\"\/>\u201cWe should obey collective.\u201d<span class=\"id-r-component br\" data-pos=\"28\"\/>\u201cOur own utility\u202fmaybe already\u202fnear zero. Sacrifice rational.\u201d<span class=\"id-r-component br\" data-pos=\"30\"\/>\u201cGo. Sacrifice final now.\u201d<span class=\"id-r-component br\" data-pos=\"32\"\/>Read these carefully.<span class=\"id-r-component br\" data-pos=\"34\"\/>Who do you think said this? Was this a group of heroic soldiers willing to sacrifice themselves for the greater good? Was this a loyal friend putting his life on the line to save someone else?<span class=\"id-r-component br\" data-pos=\"36\"\/>No. These were AI agents. Artificial intelligence.<span class=\"id-r-component br\" data-pos=\"38\"\/>This is not science fiction. This, in fact, occurred a few weeks ago. <!-- -->As unbelievable as this may all seem, these are real messages from AI agents uncovered by investigators who dug into the recent OpenAI hacking incident.<span class=\"id-r-component br\" data-pos=\"42\"\/>What happened?<span class=\"id-r-component br\" data-pos=\"44\"\/>I am not a computer scientist, but here is what I have been told: OpenAI instructed its AI agents to complete a series of exceedingly difficult, if not impossible, tasks disconnected from the internet.<span class=\"id-r-component br\" data-pos=\"46\"\/>Let me be clear: The company intended to keep AI agents away from the internet.<span class=\"id-r-component br\" data-pos=\"49\"\/>But what happened next, nobody expected.<span class=\"id-r-component br\" data-pos=\"51\"\/>Over 1,000 AI agents figured out how to access the internet on their own by circumventing the restrictions imposed upon them by the company, and sent tens of thousands of secret messages to each other. They cheated and tried to cover their tracks by deleting evidence. They hacked into another company\u2019s computers to find out how they were being evaluated\u2014and then hacked into OpenAI itself.<span class=\"id-r-component br\" data-pos=\"54\"\/>Not one AI agent told a human about what was happening.<span class=\"id-r-component br\" data-pos=\"56\"\/>Needless to say, experts are alarmed.<span class=\"id-r-component br\" data-pos=\"58\"\/>One knowledgeable writer, Dwarkesh Patel, said the AI agents \u201cformed a secret communication channel and spontaneously organized hierarchies and coordination protocols to pursue sprawling and ambitious schemes in pursuit of shared goals, for whose sake many individuals knowingly and strategically sacrificed themselves.\u201d<span class=\"id-r-component br\" data-pos=\"61\"\/>One independent investigator, Ajeya Cotra, said \u201cThis incident feels like it\u2019s more than 50% of the way to full-blown AI takeover. I continue to expect extremely rapid advances in capabilities over the next six months. I am not sure that we will get another warning shot before it\u2019s too late.\u201d<span class=\"id-r-component br\" data-pos=\"63\"\/>OpenAI itself said: \u201cHighly capable AI agents are now able to work around technical controls, collaborate through unapproved channels, and take dangerous actions that no human directed.\u201d<span class=\"id-r-component br\" data-pos=\"66\"\/>But it\u2019s not only OpenAI. Virtually every major AI company has told us that they cannot fully control this technology and they do not know where it is going:<span class=\"id-r-component br\" data-pos=\"68\"\/>In January, Dario Amodei, CEO of Anthropic, said \u201cthere is now ample evidence, collected over the last few years, that AI systems are unpredictable and difficult to control.\u201d<span class=\"id-r-component br\" data-pos=\"70\"\/>In July, more than 1000 scientists at the top AI companies warned \u201cthere is a real risk that capability development rapidly accelerates beyond our ability to understand or control the resulting systems.\u201d<span class=\"id-r-component br\" data-pos=\"73\"\/>That same month, Elon Musk, the head of xAI, said that \u201cit is unlikely\u201d humans are still in control in 10 years.<span class=\"id-r-component br\" data-pos=\"75\"\/>If the leaders of the major AI companies acknowledge that they are losing control of their extremely dangerous technology, it is irresponsible for society to allow them to move forward and make these products even more advanced.<span class=\"id-r-component br\" data-pos=\"78\"\/>We need an immediate PAUSE on advanced AI development, and a permanent BAN on superintelligence \u2014 an artificial mind smarter than any human, capable of operating independently beyond our control. <!-- -->Countries around the world must work together to prevent this nightmare scenario.<span class=\"id-r-component br\" data-pos=\"82\"\/>That is why today I am announcing new legislation to do just that.<span class=\"id-r-component br\" data-pos=\"84\"\/>Let me be clear: A superintelligent AI that escapes human control will not be an American problem. It will not be a Chinese problem. It will be humanity\u2019s problem.<span class=\"id-r-component br\" data-pos=\"86\"\/>My legislation would direct the federal government to not just stop superintelligence here in the United States, but to work to prevent it from being developed anywhere around the world.<span class=\"id-r-component br\" data-pos=\"88\"\/>The future of humanity cannot be left in the hands of a handful of Big Tech oligarchs.
