In an effort aimed to make India’s defence exports more competitive, the Department of Defence Production, a part of the defence ministry has rolled out reforms to simplify the defence export Standard Operating Procedure (SOP) and the Open General Export Licence (OGEL) processes. The changes are designed to cut down procedural bottlenecks and help Indian defence companies respond faster to international opportunities, all while keeping national security safeguards firmly in place. On the export SOP front, the requirement for stakeholder consultation has been done away with for most non-lethal defence item exports, barring sensitive destinations where safeguards remain untouched. The same consultation requirement has also been scrapped entirely for items being showcased at international tenders and exhibitions, a change that should let Indian firms pursue overseas business more quickly rather than getting stuck in procedural queues. The bigger overhaul, however, comes on the OGEL side. Previously split across three separate SOPs covering major platforms, components, and intra-company technology transfers, the framework has now been consolidated into a single, unified structure. The validity period for these standing export authorisations has also been extended from two years to three, cutting down how often companies need to renew them. Perhaps most significantly, OGEL coverage itself has been widened from just 41 countries to virtually the entire world, excluding only sensitive nations and those under UN Security Council sanctions or arms embargoes.A new provision has also been introduced specifically for Indian companies holding long-term contracts with foreign original equipment manufacturers, allowing OGELs to be issued in alignment with the duration of those underlying agreements. The list of items eligible under OGEL has also been extended. The list has now been extended to include civil-end-use exports of specified small-calibre arms components as well as protective equipment. These reforms mark a clear shift toward a more facilitation-driven defence export regime. The reforms are expected to particularly benefit medium and small manufacturers by helping them move faster on international tenders while cutting down on repetitive paperwork. The reforms coincide with the domestic defence sector’s strongest year yet, with production touching a record Rs 1.78 lakh crore and exports hitting an all-time high of Rs 38,424 crore in the last financial year that ended on March 31st.

Source link

A Brahmos missile being fired, this missile is seen as the country’s leading defence export.
