It departed Riga at around 8:50am Moscow time and landed at Vnukovo shortly after 10am. Footage of the aircraft\u2019s arrival showed a cameraman apparently joking, \u201cwe are under attack!\u201d as the US military plane descended towards the airport.<span class=\"id-r-component br\" data-pos=\"4\"\/><span class=\"id-r-component br\" data-pos=\"6\"\/>The flight immediately attracted attention because the aircraft\u2019s previous movements showed that it had arrived in Riga on August 23 from Camp Springs, Maryland, where Joint Base Andrews is located. <!-- -->The base is closely associated with US presidential air transport, including Air Force One. No official explanation has been given for the aircraft\u2019s passengers, cargo or mission.<span class=\"id-r-component br\" data-pos=\"17\"\/>That lack of information has fuelled theories that the flight could be linked to diplomatic contacts between Washington and Moscow. The timing is particularly notable as efforts to advance negotiations over the Ukraine war have slowed. <!-- -->Reports have suggested that Moscow remains open to new US proposals, while Ukraine, Washington and European officials have been working on a fresh proposal for Russia.<span class=\"id-r-component br\" data-pos=\"21\"\/>Some military aviation observers have also speculated about a possible connection to US Secretary of War Pete Hegseth. According to US Air Force specifications, it can carry a maximum payload of about 170,900 pounds, or 77,500kg.<span class=\"id-r-component br\" data-pos=\"28\"\/>Its large cargo hold can accommodate military vehicles and other oversized equipment, while the aircraft can also conduct tactical airlift, airdrop operations and aeromedical evacuation missions. <!-- -->It is capable of operating from relatively short and austere runways, adding to its flexibility.<span class=\"id-r-component br\" data-pos=\"32\"\/>The aircraft measures about 53 metres in length and has a wingspan of nearly 52 metres. It is powered by four Pratt &amp; Whitney F117 turbofan engines and can fly at a cruising speed of around 450 knots.<span class=\"id-r-component br\" data-pos=\"34\"\/>The C-17&#8217;s design means it can serve a range of missions, from moving military equipment between bases to supporting government or diplomatic operations.
