Then the negotiations collapsed. Canadian Prime Minister Mark Carney walked away from the talks, saying Washington had \u201casked too much and offered too little\u201d.<!-- --> Hours later, US President Donald Trump followed through with 50% tariffs on about $20 billion worth of Canadian imports.<span class=\"id-r-component br\" data-pos=\"3\"\/>Carney has now promised to hit back dollar for dollar. Canada\u2019s retaliatory tariffs will begin on September 8 and target US steel, dairy, appliances, agricultural equipment, pulp and paper and electronics. The escalation is a major test for a prime minister who built his political pitch around protecting Canada from an increasingly unpredictable America.<span class=\"id-r-component br\" data-pos=\"7\"\/>The stakes are far bigger than the latest $20 billion tariff package. Canada sends roughly three-quarters of its goods exports to the US, while the two countries traded about $880 billion in goods and services last year.<span class=\"id-r-component br\" data-pos=\"9\"\/><span class=\"strong\" data-ua-type=\"1\" onclick=\"stpPgtnAndPrvntDefault(event)\">From close allies to trade rivals<\/span><span class=\"id-r-component br\" data-pos=\"11\"\/>The breakdown marks a dramatic turn in one of the world\u2019s closest economic relationships.<span class=\"id-r-component br\" data-pos=\"13\"\/>Canada and the US have argued over trade for decades. Softwood lumber, dairy and market access have repeatedly caused friction. Yet the disputes rarely threatened the wider relationship.<span class=\"id-r-component br\" data-pos=\"17\"\/>The two countries share a 5,525-mile border that is largely undefended. About 330,000 people and goods worth roughly $2 billion cross the border every day. Their industries are deeply intertwined, particularly in energy, manufacturing and automobiles.<span class=\"id-r-component br\" data-pos=\"19\"\/>That relationship changed sharply after Trump returned to the White House.<span class=\"id-r-component br\" data-pos=\"21\"\/>Trump has used tariffs as a central part of his economic policy. <!-- -->He has also repeatedly suggested that Canada could become the \u201c51st state\u201d. The rhetoric has angered Canadians and added a political dimension to what was once largely a technical trade dispute.<span class=\"id-r-component br\" data-pos=\"25\"\/>Carney has acknowledged that the old relationship is unlikely to return. \u201cAmerica has changed,\u201d he has said, arguing that Canada must become more self-reliant.<span class=\"id-r-component br\" data-pos=\"27\"\/>The latest confrontation is the clearest sign yet of that shift.<span class=\"id-r-component br\" data-pos=\"30\"\/><span class=\"strong\" data-ua-type=\"1\" onclick=\"stpPgtnAndPrvntDefault(event)\">Carney walks away from the table<\/span><span class=\"id-r-component br\" data-pos=\"32\"\/>The two sides had appeared close to a compromise only days ago.<span class=\"id-r-component br\" data-pos=\"34\"\/>The US had reportedly been discussing lower tariffs on Canadian steel, aluminium and automobiles. Carney, in return, was prepared to drop some Canadian retaliatory tariffs and encourage provinces to restore US alcohol products to their shelves.<span class=\"id-r-component br\" data-pos=\"36\"\/>Then Washington added new demands.<span class=\"id-r-component br\" data-pos=\"38\"\/>Carney said the US wanted restrictions on Canada&#8217;s ability to make trade deals with other countries. <!-- -->He also said the proposal threatened protections for Canadian language and culture and offered insufficient relief for Canadian industries.<span class=\"id-r-component br\" data-pos=\"42\"\/>The issue was particularly sensitive for automobiles. Carney said Washington refused to change rules governing Canadian and American components in Canadian-made vehicles. The US also offered little relief for products containing significant amounts of steel or aluminium.<span class=\"id-r-component br\" data-pos=\"45\"\/>For Carney, the demands crossed a line.<span class=\"id-r-component br\" data-pos=\"47\"\/>\u201cThey asked too much and offered too little,\u201d he said.<span class=\"id-r-component br\" data-pos=\"49\"\/>US Trade Representative Jamieson Greer offered a very different account. He said Washington had offered Canada favourable treatment but that Ottawa had backed away from commitments made during negotiations.<span class=\"id-r-component br\" data-pos=\"51\"\/>With both governments now publicly committed to retaliation, the space for compromise has narrowed.<span class=\"id-r-component br\" data-pos=\"53\"\/>A tariff fight with real costs<span class=\"id-r-component br\" data-pos=\"55\"\/>The immediate economic impact may be smaller than the headline 50% figure suggests.<span class=\"id-r-component br\" data-pos=\"58\"\/>The new US tariffs cover only about 5% of Canadian exports to America. They also avoid several strategically important products, including oil, gas, electricity and potash.<span class=\"id-r-component br\" data-pos=\"60\"\/>The targeted goods include everything from hockey equipment and clothing to cement, dairy products and forestry products. Many are produced by small and medium-sized Canadian businesses that have less room to absorb higher costs or lost US customers.<span class=\"id-r-component br\" data-pos=\"63\"\/>The Canadian Chamber of Commerce has called the tariffs a \u201cbody blow to North American competitiveness\u201d. One Canadian trade economist has estimated that the measures could cost more than 90,000 jobs.<span class=\"id-r-component br\" data-pos=\"65\"\/>Canada also faces a difficult choice in responding.<span class=\"id-r-component br\" data-pos=\"67\"\/>Carney has promised C$25 billion in financial assistance for affected businesses. But retaliatory tariffs will also make some American goods more expensive for Canadians.<span class=\"id-r-component br\" data-pos=\"70\"\/>Canada relies heavily on US supply chains. Some manufacturers cannot easily replace American inputs with products from elsewhere.<span class=\"id-r-component br\" data-pos=\"72\"\/>Carney acknowledged the dilemma, saying retaliation would raise costs and reduce choice for Canadians. But he argued that rejecting what he called a bad deal was necessary to protect Canada&#8217;s long-term interests.<span class=\"id-r-component br\" data-pos=\"74\"\/>Ontario Premier Doug Ford has gone further. He has called for everything to be put on the table, including Canada&#8217;s critical minerals, steel and nickel. <!-- -->Energy could become another weapon, although Carney has been reluctant to threaten oil and gas exports because of the damage it could do to Canada&#8217;s reputation as a reliable supplier.<span class=\"id-r-component br\" data-pos=\"78\"\/><span class=\"strong\" data-ua-type=\"1\" onclick=\"stpPgtnAndPrvntDefault(event)\">USMCA in the crosshairs<\/span><span class=\"id-r-component br\" data-pos=\"80\"\/>The biggest question may be what happens to the North American trade framework itself.<span class=\"id-r-component br\" data-pos=\"82\"\/>The US, Canada and Mexico operate under the United States-Mexico-Canada Agreement, or USMCA, which replaced NAFTA in 2020. <!-- -->The agreement underpins nearly $2 trillion in regional goods and services trade.<span class=\"id-r-component br\" data-pos=\"86\"\/>Its future is now uncertain.<span class=\"id-r-component br\" data-pos=\"88\"\/>The Trump administration has already refused Canada&#8217;s request to extend the agreement for another 16 years. The current framework remains in place, but the latest escalation makes its long-term future harder to predict.<span class=\"id-r-component br\" data-pos=\"91\"\/>That matters because businesses make investment decisions based on stable rules. <!-- -->If companies cannot be sure whether goods will cross the border tariff-free, they may rethink factories, supply chains and hiring.<span class=\"id-r-component br\" data-pos=\"95\"\/>For Canada, the answer is diversification.<span class=\"id-r-component br\" data-pos=\"97\"\/>Carney has promised to expand trade beyond the US and has spoken about doubling non-American exports over the next decade. Canada has already looked towards markets such as China and other international partners.<span class=\"id-r-component br\" data-pos=\"99\"\/>The US remains overwhelmingly important to the Canadian economy.
